Citizen Satisfaction Index ranks first in KPI Depot's Public Sector KPI group, ahead of Public Trust in Government and Public Health Preparedness Index, and above every one of the seventy-six metrics that group holds. The rank says as much about the group as about the metric. Public sector performance has no margin line to settle arguments, so legitimacy stands in for it, and the measure of how people experienced the service outranks the operational measures of the service itself. Emergency Response Time, the highest-placed internal-perspective metric in the group, sits behind three perception metrics.
Its balanced scorecard perspective is customer, and it lags almost everything it is meant to summarize. Emergency Response Time and Crime Resolution Rate are what an agency can act on this quarter. Satisfaction records the residue of those actions later, filtered through what people expected in the first place, so a service that genuinely improves while public promises improve faster can post a flat index for a year.
The tension worth stating plainly is with Healthcare Coverage Ratio and Public Education Quality Index. Satisfaction is measured on people who used a service and then answered a survey. Coverage and quality metrics count the population that was supposed to be served, whether or not it showed up. Tighten eligibility, close a counter, or move an application to a channel that some residents cannot use, and this index can rise while coverage falls, because the people served worst have left the denominator. There is a second, quieter mismatch with Public Trust in Government at second rank: trust moves with national politics and events well outside any agency's control, so an agency can lift satisfaction with its own transactions through a period when trust drops. Neither is a proxy for the other.
The maximum possible score sits in the denominator of this formula, which means the survey instrument is part of the metric. Change the scale length from five points to seven, reword the stem, or drop an item from the battery, and the index moves without any change in opinion. Freeze the instrument for as long as you intend to read a trend, and if you must change it, run both versions for a period rather than splicing the series.

The instrumentation traps are mostly about who never gets asked. A survey served at the end of a completed digital journey cannot reach the people who abandoned it, so digital channel satisfaction is structurally flattered, which is worth remembering given that one of the sources tracked on this page covers digital services alone. Response rates run low and skew toward people with a strong experience in either direction, which widens the spread without moving the center predictably. Interviewer-administered modes draw warmer answers than self-completed forms, so a mode change reads as a performance change. And language coverage acts as a silent filter: if the instrument exists in fewer languages than the service does, the residents most likely to have struggled are the ones least able to say so.
The segmentation that earns its keep here is by outcome, not by service. Whether a claim was approved, a permit granted, a case closed in the resident's favor, predicts the rating more strongly than anything about the process, so a blended index partly measures the approval rate. Split approved from denied and the process signal becomes readable. After that, segment by channel, by first-time against repeat contact, and by region, and read the result next to Emergency Response Time so that perception stays tethered to something an agency can actually operate on.

The three sources KPI Depot tracks here, ACSI, the OECD, and the UK Cabinet Office, are not three readings of one quantity. This page's formula sums respondent scores and divides by respondents times the maximum possible score, which produces a scaled index: the average rating expressed against the top of the scale. ACSI reports a scaled index score and is closest to that construction. The OECD reports the share of recent users who count as satisfied, which is a headcount of people above a cut point on the response scale, not a scaled average. Where that cut point falls, whether only the top response counts or the top two, changes the OECD-style figure without a single respondent changing their answer. The UK Cabinet Office record is a threshold for public digital services, a standard set for services to meet. Treating it as an observed level confuses a target with a measurement.
The populations are screened differently and none of them is the public. ACSI screens for citizens who used federal services. The OECD screens for recent users of public services. The Cabinet Office covers users of public digital services only, which is the narrowest of the three and skews toward people who can complete an online journey unaided. Every one of these excludes non-users, and, more importantly, excludes people who attempted a service and gave up before there was anything to rate.
Geography compounds it. ACSI is United States federal government. The OECD result pools thirty member countries, which brings in translation and response style: the same question renders differently across languages, and national tendencies toward the middle or the ends of a rating scale differ enough that a pooled cross-country figure is not a level any single country should hold itself to. The Cabinet Office covers the United Kingdom, digital channel only.
Field windows matter more for this metric than for most. The OECD data was collected in the autumn before the report carrying it appeared, and the Cabinet Office material is later still, so the sources do not describe the same moment. Satisfaction with government responds to events, a benefit change, a crisis, an election cycle, on a timescale far shorter than service quality actually shifts. Before importing any external figure, pin down four things: the statistic it reports, the population it screened for, the survey mode, and the field window. Two figures that look comparable here are usually different populations answering a differently worded question at a different time.

An objective built only from perception metrics can be satisfied by better communications.

The group's digital transformation objective commits to accessibility and reliability of public services, with Digital Service Adoption and Digital Infrastructure Reliability as its key results, and adoption is the kind of measure that can climb while service quality for a subset collapses. The group's own OKR guidance makes the pairing explicit: perception metrics belong next to operational ones so that OKRs address real impact rather than output. Set the commitment on adoption and reliability, hold Citizen Satisfaction Index as the condition that must not degrade, and segment it by channel so the index does not average away the people the digital push left behind. Any index level a program commits to is a local goal against its own baseline and its own instrument, not a benchmark, and it only means anything if the instrument does not change during the period.
