That pairing is most of what you need to know about the metric. Disengagement Rate sits in the customer perspective and counts the times a human had to take the system away from itself. This one sits in the internal process perspective and counts the times the system handled a threat on its own. They are two readings of the same moments.

So the first tension is definitional rather than strategic. When a safety driver or remote operator brakes and the crash does not happen, one metric can record a success and the other a failure, and whoever writes the attribution rule decides which. Severity comes second, because a stop that avoided a parking-speed contact and one that avoided a highway impact each count once.
