Here the audience is a defined list of employees or contacts, and the metric turns on confirmation, not just transmission.

So the sources diverge on three axes at once:

  • Facet. RAND captures reach into an open population. Everbridge captures confirmed receipt among a closed, known population. Reach and confirmed receipt are different events, and a figure for one does not translate to the other.
  • Population. General public versus enrolled contacts changes both the denominator and what a high or low result means.
