Measuring Health and Safety Compliance Rate in Practice

Start by deciding the unit of analysis, because everything else follows from it. Counting compliant businesses against inspected businesses gives you a pass rate, a portfolio-level view of how many operators cleared the bar. Counting compliant practices against required practices gives you a depth-of-compliance view inside one operator. Both are legitimate, they answer different questions, and no reconciliation exists between them. Pick one, write it down, and make sure the number reported to the board and the number in the operations review are the same one.

Then define compliant. Inspection outcomes rarely arrive as a clean pass or fail. Multi-site operators are the other one. Counting a chain once, at the entity level, gives a very different result from counting each location, and it also changes who is accountable. Fix the counting unit per operator and keep site-level detail underneath it, because the entity view hides the one bad location that will generate the incident.
