  • What Counts as One Report. A filing with many schedules, a single submission covering many sites, a consolidated return for several entities.   • Voluntary and Courtesy Filings. Submissions made with no obligation behind them dilute the denominator with items that cannot be late in any meaningful sense. Hold them in a separate series.

Segment before aggregating, because one organization-wide rate conceals precisely what the metric exists to surface. By regulator and regime, since deadlines, definitions, and tolerance all differ. By consequence of a miss, which separates filings carrying an automatic penalty or a public notice from filings where lateness draws a note in a file. By site or legal entity, because timeliness is usually a property of a location and its staffing rather than of the organization. By whether the report is periodic or event-triggered, since those two populations fail for different reasons and respond to different fixes. And by preparer, which is unpopular and diagnostic.

The traps below are specific to this metric, and all of them run in the flattering direction.

  • File Thin, Amend Later. A submission that lands on the deadline carrying estimated or placeholder values and gets corrected afterward passes this metric and defeats its purpose. Track the amendment rate over the same population and read the two series together or not at all.
  • The Calendar Is the Measurement. Every deadline in the numerator comes from the obligations register. A due date entered wrongly yields a flawless record against the wrong date, and nothing inside the metric can detect it. Reconcile the register against the source regulations on a schedule, and treat a register with no recent review as an unmeasured metric rather than a clean one.
  • Somebody Else's Timestamp. Filings made by an agent, an outside adviser, or a contract laboratory are stamped when that party transmits. The organization's internal record often shows the date it handed the package over. The interval between those two dates belongs to the metric and is usually invisible within it.
  • Count Weighting. A rate computed over report counts treats a routine nil return and a major periodic filing as equal units. An organization with many trivial submissions can miss the one filing that matters and barely move the number, because hundreds of small compliant items dilute it. Weight by consequence, or publish two series, one over all obligations and one restricted to filings that carry real exposure.
  • Near-Miss Clustering. Filings that land in the final hours before a deadline are on time and are also the clearest leading indicator of the next miss. This metric cannot show them, because it is binary. Record the margin, meaning the interval between submission and deadline, and watch the shape of its distribution.
  • Regime Drift. Obligations change. New reports appear, old ones retire, deadlines shift, thresholds move. A series compared across periods that straddle such a change compares different obligations under one label. Annotate the series at every regime change and resist restating history.

Be blunt with whoever reads this number about what it does not contain. It says nothing about accuracy or completeness: a report can be on time and wrong, and this metric scores it exactly as it scores one that is on time and right. It says nothing about the consequence of a miss, so a single late filing that triggers a penalty and a public notice and a long tail of late routine returns that draw no reaction are the same arithmetic here while being nothing like the same event. Reading the Benchmarks for Regulatory Reporting Timeliness

Four records are tracked for this KPI and they come from four separate regulatory regimes. EPA Office of Inspector General examined toxic release inventory reports from industrial facilities in the United States over a multi-year window. Accounting Horizons studied first-time late filers among United States public companies, identified through their notification-of-late-filing forms, with a sample in the low thousands. The New England Journal of Medicine assessed results reporting for clinical trials judged highly likely to be subject to a reporting requirement, with a sample in the low tens of thousands. University of Oxford examined European clinical trials where results were due, with a sample in the thousands. Different deadlines, different definitions of on time, different enforcement behind each. These are not four readings of one quantity, and pooling them or presenting them as a range produces a figure with no referent.

Two of the four cover clinical trial reporting, one United States and one European, and they form the closest pair in the set. Even they disagree about the denominator. The New England Journal of Medicine record rests on a classification the researchers derived, trials highly likely to be applicable, which is an analytical judgment about which trials the rule reaches. The University of Oxford record uses trials where results were due under the regional registry rules, which is a judgment recorded by the registry's own bookkeeping. Both constructions are defensible and both are contestable. Shift a set of trials in or out of either denominator and the reported share moves while nobody's reporting behavior has changed at all.

The Accounting Horizons record is a different kind of statement altogether. Its population is defined by the act of filing a notification-of-late-filing form, so the denominator is already a population of late filers. Whatever figure sits behind it answers a question about what happens after a miss, how those filers behave and what follows for them, not a question about how often filings arrive on time. A customer who lifts it as a timeliness rate has inverted the source. It is the most informative record in this set for understanding consequences and the least usable one for setting a target.

The EPA Office of Inspector General record carries a comparability trap inside its time period. It spans a multi-year window last decade and records more than one sub-window, one covering a stretch of months within the reporting year and another covering what falls after an autumn cutoff, across a shorter run of years. Underneath all four sits the deepest problem. In every one of these records the denominator is the set of reports that somebody determined were required. Applicability is the hardest part of regulatory reporting and it is settled before any clock starts: which facilities cross a threshold, which trials fall under the rule, which entity owes a return this period and which does not. A report that should have been filed and was never identified as due appears in no denominator anywhere. It is not counted as late. It is not counted at all. Every figure in this set, and every internal figure a customer computes, is therefore conditional on an applicability determination the figure itself cannot test, and the organizations with the weakest obligation tracking are exactly the ones whose timeliness records look cleanest.

The practical instruction is narrow. Cite these records one at a time, name the regime, and carry the population description with any figure you quote. None of the four supports the sentence a customer usually wants, a statement about what good looks like for regulatory reporting in general, because no such population exists in this set.
